Chang Development Company is my mission-driven venture advancing
energy security, U.S. - Taiwan - Somaliland relations, and local livelihoods
through a strategic lithium mining project in Somaliland.

OUR SOMALILAND PROJECT

Located at the mouth of the Red Sea across from Yemen, Somaliland occupies one of the most strategic maritime positions in the world—at the intersection of key global trade and energy routes. Though not yet internationally recognized as a sovereign state, Somaliland has maintained a functioning multiparty democracy, internal stability, and independent governance since declaring its autonomy from Somalia in 1991.

With a population of around 6 million and one of the world’s lowest GDP per capita, Somaliland faces significant development challenges—but also holds untapped potential. Its mineral-rich terrain is believed to contain valuable deposits of lithium and other rare earth elements critical to the global energy transition.

Exploring lithium and other minerals in Somaliland holds

significant importance for multiple reasons.

 

Geopolitically, due to Somaliland’s tie to Taiwan and its desire for democracy, Somaliland’s potential as a lithium supplier provides an alternative to China's dominant control over the lithium and other rare earth mineral markets in Africa. By establishing lithium mining operations in Somaliland, it can diversify the sources of lithium production and reduce dependence on China, promoting a more balanced and competitive market.

From an humanitarian perspective, Somaliland's exploration of lithium resources presents an opportunity to improve the livelihood of its citizens. With a historically lower per capita income relative to other Africa regions, the development of the mining sector can spur economic growth, attract foreign investment, and create employment opportunities, contributing to poverty alleviation and sustainable development in the country.  

By leveraging its democratic institutions, geo-strategic location, and natural resources, Somaliland has a unique opportunity to drive economic growth, strengthen international partnerships, and take steps toward formal recognition on the global stage—much like Taiwan, whose own history of resilience and self-governance offers an important parallel.​​​
